These interconnected systems increasingly rely on decentralized decision‑making, where Agentic AI—goal‑driven, adaptive, and collaborative autonomous agents—plays a central role in orchestrating complex operations.

Despite significant progress, major challenges remain. Ensuring that such systems are trustworthy, explainable, auditable, and compliant with governance frameworks is becoming essential. Existing methodologies often lack integrated mechanisms for policy enforcement, accountability, and human oversight, especially in dynamic and large‑scale SoS environments.

This special session addresses these gaps by focusing on governance‑aware Agentic AI, compliance‑by‑design architectures, and explainable intelligence that ensures transparent and reliable system behavior. The session also highlights the integration of AI‑enabled digital twins for real‑time monitoring, simulation, and adaptive control.

Aligned with MCSoS themes—including autonomous systems, cyber‑physical systems, distributed intelligence, and complex system integration—this session also engages with global AI governance challenges such as the EU AI Act and emerging international regulatory frameworks.

2.
