Each paper will be evaluated based on its \n  <strong>technical quality<\/strong>, <strong>originality<\/strong>, <strong>significance of the contribution<\/strong>, \n  <strong>clarity of presentation<\/strong>, and <strong>overall organization<\/strong>. Reviewers may also consider the \n  relevance of the work to the conference themes and the soundness of the methodology. A minimum of \n  <strong>30% original technical content<\/strong> is required. Reuse of previously published material is allowed \n  only if cited and clearly distinguished from new contributions. Republication is not permitted.\n<\/p>\n\n\n\n\n<h3 style=\"color: #2d3748; margin-top: 0;\">Paper Withdrawal Policy<\/h3>\n\n<p style=\"font-size: 16px; color: #4a5568; line-height: 1.6;\">\n    The IEEE MCSoC 2026 Organizing Committee wishes to remind all authors that the peer\u2011review and acceptance process requires substantial time, effort, and resources from reviewers, technical committee members, and EDAS administrators. Each accepted paper represents a commitment by both the authors and the conference to include the work in the technical program and the official proceedings.\n<\/p>\n\n<p style=\"font-size: 16px; color: #4a5568; line-height: 1.6;\">\n    <strong style=\"color: red;\">Once a paper has been formally accepted, it cannot be withdrawn<\/strong>, except in cases involving <strong>ethical concerns<\/strong>, <strong>major technical issues<\/strong>, or other exceptional circumstances that must be reviewed and approved by the Organizing Committee.\n<\/p>\n\n<p style=\"font-size: 16px; color: #4a5568; line-height: 1.6;\">\n    Unjustified withdrawal after acceptance disrupts the conference schedule, affects session planning, and undermines the integrity of the review process.
