All papers must follow the official double‑column IEEE conference format and be submitted in PDF only. Regular papers may include up to 8 pages, with an additional charge of 50 USD per extra page (maximum of 2 extra pages). Short papers are strictly limited to 4 pages, and no extra pages are permitted. Authors are strongly encouraged to ensure that their manuscripts are properly formatted, clearly written, and free of typographical or grammatical errors before submission.
Presentation‑Only submissions are reviewed for relevance and quality but are not included in the proceedings and do not produce an archival publication. Accepted presentation‑only work will appear in the conference program and program booklet and will receive a presentation slot during the event.
All submissions will undergo a single‑blind peer‑review process conducted by at least three qualified reviewers. Each paper will be evaluated based on its technical quality, originality, significance of the contribution, clarity of presentation, and overall organization. Reviewers may also consider the relevance of the work to the conference themes and the soundness of the methodology. Papers that do not meet the formatting requirements or fall short of expected academic standards may be rejected without full review.

Paper Submission Policy Policy
All submissions must comply with IEEE Conference Publishing Policies. A minimum of 30% original technical content is required. Reuse of previously published material is allowed only when properly cited and clearly distinguished from new contributions. Republication is not permitted.
The IEEE MCSoC 2027 Organizing Committee emphasizes that the peer‑review and acceptance process requires substantial time, effort, and resources from reviewers, technical committee members, and EDAS administrators. Each accepted paper represents a formal commitment by the authors and the conference to include the work in the technical program and the official proceedings.
Once a paper has been formally accepted, it must remain in the program, except in cases involving ethical concerns, major technical issues, or other exceptional circumstances that require review and approval by the Organizing Committee.

Unjustified removal of an accepted paper disrupts the conference schedule, affects session planning, and undermines the integrity of the review process. Authors are expected to uphold their commitment to present and publish accepted work.
Preprint Policy IEEE

Authors who have submitted or plan to submit their articles to IEEE may post their preprints in the following approved locations:

  • arXiv.org, TechRxiv.org, or any not‑for‑profit preprint server approved by the IEEE Publication Services and Products Board (PSPB)
  • The author’s employer website or institutional repository
  • The author’s personal website

IEEE does not consider posting a preprint in these locations to be a form of prior publication. The following statement must appear on the initial screen displaying the preprint:

“This work has been submitted to the IEEE for possible publication. Copyright may be transferred without notice, after which this version may no longer be accessible.”

Upon acceptance of the article by IEEE, the author must replace the posted preprint with either:

  • The full IEEE citation including the DOI, or
  • The accepted version of the article with the DOI and an appropriate IEEE copyright notice.

Once the article has been formally published by IEEE, preprints posted on non‑approved locations should be removed if possible.

If authors wish to post their papers electronically on any website, FTP site, or other electronic dissemination platform, they must include the official IEEE Copyright Notice on the initial screen displaying the IEEE‑copyrighted material.

Each accepted contribution to IEEE MCSoC 2027 must be accompanied by a signed IEEE Copyright Form. The form should be completed and signed by one author, preferably the primary or corresponding author.
