All papers must follow the official double‑column IEEE conference format and be submitted in PDF only. Regular papers may include up to 8 pages, with an additional charge of 50 USD per extra page (maximum of 2 extra pages). Short papers are strictly limited to 4 pages, and no extra pages are permitted. Authors are strongly encouraged to ensure that their manuscripts are properly formatted, clearly written, and free of typographical or grammatical errors before submission.

All submissions will undergo a single‑blind peer‑review process conducted by at least three qualified reviewers. Each paper will be evaluated based on its technical quality, originality, significance of the contribution, clarity of presentation, and overall organization. Reviewers may also consider the relevance of the work to the conference themes and the soundness of the methodology. Papers that do not meet the formatting requirements or fall short of expected academic standards may be rejected without full review.

Ethical and Publishing Policies

All submissions must comply with IEEE Conference Publishing Policies. A minimum of 30% original technical content is required. Reuse of previously published material is allowed only if cited and clearly distinguished from new contributions. Republication is not permitted.

IEEE Policy on Electronic Information Dissemination

Authors submitting manuscripts for review should be aware of the IEEE policy on “Electronic Information Dissemination”. The policy applies to authors who post part or all of a submitted manuscript on a Web site. The policy is found in the IEEE Publications Services and Products Board (PSPB) Operations Manual, in Sections 8.1.9A and 8.1.9B, as follows.

For the IEEE MCSoC, authors may post their manuscript as a preprint (e.g., on arXiv or institutional repositories) before submitting it to the symposium. IEEE explicitly allows this practice. However, once the paper is accepted and later published on IEEE Xplore, authors must update any previously posted preprint version with the required IEEE copyright notice and the full IEEE citation. In particular, authors must add the official IEEE DOI to the preprint once the Version of Record (VOR) appears on IEEE Xplore.
